Project/Contract Name: Project Development and Design Services
Project Description: Wiles and McLaughlin, LLC (W&Mc) provided project development and design consulting services to the U.S. Agency for International Development (USAID) Caucasus Mission located in Tbilisi, Georgia. Project development and design services were provided in the areas of local government capacity building, conflict prevention, community mobilization for income and employment generation, youth development, Parliamentary education, health care, anti-corruption, energy sector institutional development and anti-trafficking in persons. The W&Mc consultant developed customized operating procedures for future USAID Caucasus design efforts reflecting guidance found in the USAID Automated Directives System (ADS). USAID's ADS provides guidance on standard operating procedures for the Agency.

Project/Contract Name: Design and Strategy Project:
USAID Caucasus
Project Description: Senior Associates for Wiles and McLaughlin, LLC prepared program design documents consistent with relevant policy requirements from the USAID Automated Directives System (ADS) especially including sections on program strategy, component indicators and monitoring requirements. Design documents produced across multiple technical areas included concept papers, budgets, procurement planning materials, project approval documents, statements of work, program descriptions, assistance checklists, pre-obligation requirements compliance, Modified Acquisition and Assistance Review Documents (MAARDS) and waivers as required.
W&Mc also conducted a variety of small scale strategic assessments in support of the upcoming strategy development work and assisted Mission staff with strategic planning, budgeting and managing new and on-going projects.

Project/Contract Name: Activity (Project) Design, Documentation
and Management: USAID Bangladesh
Project Description: Wiles and McLaughlin, LLC (W&Mc) completed the following for USAID Bangladesh:
- An assessment of current USAID Bangladesh policies and procedures related to activity
(project) design and approval
- A draft Mission Order for Activity (Project) Design
- A draft modification of the Mission Order on Pre-Obligation Requirements (procedures to be
followed before obligation of funds) reflecting changes needed on new policy
- A review of all on-going activity (project) documentation with W&Mc recommendations for
bringing all into Automated Directives System (ADS) compliance
- A written action plan for bringing all activities (projects) into ADS compliance as regards ADS
activity approval requirements
- A report summarizing analysis of mission activity (project) management processes and
including recommendations for improvement
- An Activity (Project) Management Toolkit for use by the Mission for future activity (project)
development and approvals
- A list of recommendations for inclusion in Mission delegations of authority
- A draft Mission Order on the Semi-Annual Program Review process with recommendations for
improvement
W&Mc also assisted in a number of activity design efforts and advised on organizational issues not included in the original contract tasks.

Project/Contract Name: Activity Management Workshops
- Phase I: Virginia and Jordan
Project Description: Contract called for Wiles and McLaughlin,
LLC (W&Mc) to organize and implement three training sessions intended to enhance
job performance for International Resources Group (IRG) staff working with
the U.S. Agency for International Development (USAID) mission to Iraq. The
purpose of the training was to teach the differing roles of a Project Manager
and a Cognizant Technical Officer (CTO) within the USAID planning, achieving
and learning management system. W&Mc
identified the venues and made all arrangements for the three training workshops.
One was held in Virginia and two were held in Amman, Jordan. The curriculum,
notebooks, exercises and handouts for the workshops were developed by W&Mc.
Training sessions both in Washington and in Amman were conducted by John and
Ric, the two W&Mc managing partners. The training was in full compliance with
the defined roles for project (activity) managers and CTOs as presented in
the USAID Automated Directives System (ADS).

Workshops - Phase II: Iraq and Virginia
Project Description: Contract called for Wiles and McLaughlin,
LLC (W&Mc) to organize and implement two training sessions intended to enhance

Project/Contract Name: Team Building Retreat: USAID and CDC
Haiti
Project Description: Wiles and McLaughlin, LLC (W&Mc) facilitated
a team-building retreat to improve team cohesion and productivity with both
the U.S. Agency for International Development (USAID) Office for Population,
Health and Nutrition (PHN) and the Center for Disease Control and Prevention
(CDC) office in Haiti. W&Mc administered the Myers-Briggs Type Indicator (MBTI)
and based team-building exercises on the MBTI results. The Human Synergistics'
Organizational Culture Inventory was also used to guide the team-building effort.
Feedback on leadership techniques was also provided.
As part of the retreat W&Mc facilitated the development of operating principles
for both the USAID/PHN and CDC offices to more effectively work together.
W&Mc
facilitated the development of work plans for the completion of a new strategy
framework covering the work of both offices and leading to an Annual Program
Statement to guide the direction of future technical project implementation.

Project/Contract Name: Fundamentals of Monitoring and Evaluation: Viginia
Project Description: Contract called for Wiles and McLaughlin,
LLC (W&Mc) to organize and implement two training sessions intended to enhance
job performance for BearingPoint staff working in the Tysons Corner, Virginia
office. One workshop was for a majer consulting firm's Managing Directors,
presenting a strategic view of the monitoring and evaluation processes and
its importance in project management. The second workshop was on the practical
application of monitoring and evaluation techniques (particularly as practiced
by the U.S. Agency for International Development) for BearingPoint project
managers with responsibilities both in the field and in the United States.
A follow up session with leaders in the Emerging Markets Practice Group to
discuss issues arising in the workshops was included.

Project/Contract Name: Fundamentals on Federal Regulations
for Grants Management: Serbia and Montenegro
Project Description: In accordance with the contract, Wiles
and McLaughlin, LLC (W&Mc) organized and delivered a three-day workshop on
learning and applying the applicable Code of Federal Regulations on Grants:
Serbia and Montenegro The workshop was given in Belgrade to field employees
of a U.S non-governmental organization based in Serbia and Montenegro.
W&Mc researched
the applicable rules and regulations, developed all the required training materials
and delivered the training.

Project/Contract Name: Professional Development of Education Staff
Project Description: In support of a major non-profit organization's
program providing assistance to the U.S. Agency for International
Development (USAID) Asia Near East (ANE) Bureau. Wiles and McLaughlin, LLC
(W&Mc) designed
and facilitated the project design and management segments of a one week workshop
for all ANE Bureau education technical officers. The workshop was delivered
in Bangkok, Thailand. W&Mc developed the assigned workshop component design,
organized the required training materials, prepared the necessary
reference materials and delivered the required training for the designated
project design and management segments.

Project/Contract Name: Albania Strategy Revalidation Assessment Project - Phase I
Project Description: Wiles and McLaughlin, LLC (W&Mc)
teamed as a subcontractor to a USAID/Albania prime contractor for a strategy
assessment. As team leader for the four-person team, the W&Mc Managing
Partner supervised and guided work for a revalidation of the USAID Albania
Country Program Strategy. The strategy revalidation exercise required
extensive review and analysis of the basis for the five-year, multi-sector
strategy and considerable in-country investigation of its achievements to
date. The W&Mc Managing Partner drafted the final complete report incorporating
components prepared by other team members. He also coordinated and lead
the team in it's presentations to the USAID staff.
The final Report produced in Phase I later served as the basis for a USAID
Albania retreat initiating work on the new Country Program Strategy. The W&Mc
Managing Partner also provided assistance to the USAID Mission on a variety
of program, project, management and organizational issues.

Project/Contract Name: Albania Strategy Revalidation
Assessment Project - Phase II
Project Description: Using the report produced in Phase I of this project Wiles and McLaughlin, LLC facilitated and participated in a "structured dialogue" with senior U.S. Agency for International Development (USAID) Albania staff in reaction to the findings of the analytic strategy assessment. This task required a thorough understanding of the findings developed in Phase I and the on-going country program strategy. W&Mc then teamed with another contractor in preparing and facilitating a workshop with strategic objective teams and mission management to develop an action plan of the issues needed to be considered by the mission in moving toward developing a new approved country program strategy post FY 2006."
